The City has prepared planning scheme amendment C248gben (the Amendment) to the Greater Bendigo Planning Scheme. This is a combined planning scheme amendment and planning permit application.
The Amendment proposes to:
- Rezone land at 1 Buckland Street, 20 Montis Lane, 28-34, 36-46 Saade Street, Epsom and the abutting road reserves from Farming Zone to Neighbourhood Residential Zone Schedule 2
- Rezone land abutting the western side of the Bendigo Creek consisting of part of the land at 18-26 Saade Street, Crown Allotment 19, No Section, Township of Epsom, Crown Allotment 20, No Section, Township of Epsom and Crown Allotment 2024, No Section, Township of Epsom, Parish of Sandhurst from Farming Zone to Public Park and Recreation Zone
The application is for a permit to:
- Subdivide land into 78 residential lots, remove native vegetation, and to construct or carry out works, including fences and roads at 1 Buckland Street, 20 Montis Lane, 18-26, 28-34 and 36-46 Saade Street and the road reservations of Saade Street and Montis Lane, Epsom
The Amendment and planning permit application were on public exhibition from Thursday February 22 until Monday March 25, 2024.
At its August 26, 2024 meeting, Council resolved to request the Minister for Planning to appoint an independent Planning Panel to hear all submissions received to the Amendment and permit application. On September 6, 2024, the Minister appointed the Independent Planning Panel.

The Panel hearing will be held at the offices of City of Greater Bendigo, 182-229 Lyttleton Terrace, Bendigo in the Yirrip Meeting Room 11.

Expert Witness Statements
After the hearing, the Panel will have up to 30 business days (after the last day of the hearing) to submit a report and recommendations about the amendment and permit application to Council for its consideration.
