A Traffic management plan (TMP) is to organise and implement a road work operation while ensuring practicality for safety of workers and road users, and performance of a road environment.
A TMP is required for all works (including events) that interfere and/or obstruct a road environment in Road Safety Act 1986 and Road Management Act 2004.
All Traffic Management Plans must be in accordance with the following regulations, acts, and standards
- Road Safety (Traffic Management) Regulations 2019
- Road Safety Act 1986: Part 8
- Road Management Act 2004
- Australian Standard AS1742.3 2019 Traffic Control for Works on Roads
- Austroads Guide to Temporary Traffic Management (AGTTM)
Traffic management plans
If your works interfere and/or obstruct a road environment, you will need to apply for a permit and plan appropriate traffic management.
Only qualified personnels are allowed to prepare traffic management plans and perform road closures and traffic management. A list of accredited companies can be found by clicking the link below:
Third party approvals
Do you need other permits or consents?
Depending on the nature of your works and events, you may need to obtain approvals from third parties. You are responsible for identifying and engaging with relevant third parties and allow for any lead time that may be required in obtaining approvals. Example of third parties include:
- Department of Transport and Planning (DTP)
- Victoria Police
- Public transport authorities and operators
- Utility Providers
