What is neighbourhood character?
Neighbourhood character is often the relationship between where buildings are located on a site, the spaces between them and the landscaping of an area. It can also relate to elements such as roof pitch, building front setbacks, front gardens, fencing and building materials.
The purpose of neighbourhood character is not to prevent change however, it is intended as a tool to ensure change and development can occur with respect to the dominant neighbourhood character of a streetscape area.
Neighbourhood character can change over time and is implemented by planning controls that differ from those used to protect heritage.
